The HAL (hardware abstraction layer) file is built for the particular computer - monitor type, disk drive type, etc.) It gets built during Windows installation. You can boot the computer with a boot CD (BartPE or something similar - you have to download files and make the CD) and copy data files (pictures, songs, doents) to a flash or external drive), then reinstall Windows (and you'll have all the data saved so you can put it back).
